Universities like to include students from other countries--but honestly, I think a large part of that is because it makes the look good, and, because it is expensive sot he school gets a lot of money. This is also true for students who come to a university from another state in the United States.

I think the most important quality to have for someone who wants to go to America to study is to learn good English language skills, and integrate into the culture. Too many overseas students live in a bubble and do not expand.
